Pan-African Community Action (PACA) released a Transit Solidarity Plan for Washington, DC that challenges DC fare evasion crackdowns by collecting and redistributing fare cards to residents in the Southeast community. The district and WMATA claim fare evasion hurts revenue needed to finance the Metro, yet they spend millions on a crackdown. PACA is also holding a People’s Assembly on September 27. Oliver Robinson of PACA provides analysis.
