Veteran activist Frank Chapman says supporters of C-PAC, the proposed Civilian Police Accountability Council, plan to run candidates for every seat on the Chicago board of alderman to pass the bill to empower the community to hire and fire cops and set the police budget. Chapman’s National Alliance Against Racist and Political Repression, Black Lives Matter and other militants are anxious to build on the momentum of the murder conviction of a cop in the killing of Laquan McDonald.
